They are not simply predicting gas shortages.  They are floating the idea in the media and planting the seed to prepare the public mentally. Then when the shortages actually hit, it feels inevitable rather than engineered. 

This is the evil elite's classic playbook. They create the problem or rather the perception of it, generate widespread fear, and then roll out the agenda they wanted from the beginning while people are too distracted to question it.
